Instructions

  1. Heat oil in large pot over medium heat. Stir in flour, cook, stirring constantly until flour is dark brown – about 10 minutes.

  2. Add celery, green pepper, onion, and garlic. Cook until vegetables are lightly browned and tender, about 10-15 minutes.

  3. Stir in curry powder, cook 1 minute. Add tomatoes, water, sugar, red pepper flakes and salt. Heat to a boil, then reduce heat to low and keep warm.

  4. Preheat oven to 350 degrees F.

  5. Cut fish into bite-sized chunks. Pour sauce into 2-quart casserole dish, arrange fish and shrimp in sauce.

  6. Bake casserole, uncovered 30-35 minutes. Sprinkle with fresh parsley. Serve with good crusty bread to dip in stew.
